The Department of Registration of co-operatives is charged with the responsibility of registration of societies, registration of amendments to by-laws, and charges liquidations and carrying out inquiries and inspections.
Section 58 of the Co-operative Societies Act No. 12 of 1997, amended (2004), empowers the Commissioner for Co-operative Development to carry out inquires in co-operative societies either on his own accord or on the direction of the Minister or on application by not less than 1/3 of members of a co-operative society present and voting in a properly convened general meeting. In addition, section 60A of the same Act empowers the Commissioner to carry out impromptu inspection into the affairs of a co-operative society. Surcharges follow after inquires are completed. All officials/employees adversely mentioned in inquiry reports are served with surcharge notices as per section 73 of the Act.
